WHAPLODE PARISH COUNCIL

MINUTES OF THE WHAPLODE PARISH COUNCIL ANNUAL MEETING HELD AT WHAPLODE ST CATHERINES MEMORIAL HALL ON WEDNESDAY 8TH JUNE 2022

Present; Cllrs Stafford, Barlow, Merchant, Stimson, Mackman, Langstaff and Sally & Allan Beal, one public member and the Clerk.

Apologies: 

County Cllr Redgate, Stancer.

Public Forum: 

The Council were thanked for the financial support to the community groups who organized local events for the platinum jubilee celebrations.

Election of officers for the ensuing year:

Cllr Langstaff was proposed as Chairman by Cllr Merchant, seconded by Cllr A Beal. All agreed.

The position of vice Chairman, was deferred to the next meeting.

Minutes and Matters arising:

The minutes of the April & May meetings had been previously circulated and were signed by the Chairman, as a true record. There were no matters arising.

Finance Report;

The Clerk reported the following cheques for payment which members agreed,

2021-2022 Audit,

The Clerk reported that the internal auditor had completed their review of the accounts and members proposed and agreed to approve the internal audit report. Members proposed and approved the Annual Governance Statement Section 1. Members then proposed and approved the Statement of Accounts section 2. Members then proposed and agreed that the Chairman sign the annual return.

Date of next meeting:

There will be a full council meeting on 7th September at Saracens Head and finance meeting on 10th August.

Planning applications,

The Clerk reported that applications had been dealt with as per annexed and circulated to members. Councillors requested that addresses be added to the summary.

Allotments; 

The Clerk & members reported complaints from residents about the Whaplode Garden allotments had settled, members agreed that no livestock could be kept but sheds up to 6ft x 8ft could be erected.

The council are paying for the grass to be cut in Millers Rest where the residents are also being charged by Longhurst Housing Assoc, the Clerk will investigate.

Sadly Mr S Wright a tenant at Whaplode Drove had passed away and members agreed that his son also S Wright could take this over – Cllr Barlow will arrange for a new FBT to be prepared.

Star of India footpath:

The Clerk reported that he will initially speak to Mossop & Bowser for advice then write to Mr Sampson again, this item will remain on the agenda until completed.

Whaplode cemetery report by Clerk: 

The Issitt bench needs to be moved to the garden of remembrance but needs renovation first – the Clerk will contact the family.

Highway matters:

Whaplode St Catherines – no issues

Saracens Head – overgrown hedges on Roman Bank have been reported on Fix My Street.

Whaplode – the road had been resurfaced from Ropers Bridge to Chandlers.

Whaplode Drove – Cllr Mackman reported that Chapelgate was still a problem the Clerk will review the item on Fix My Street.

Whaplode Playing Field:

Cllr Merchant reported that the park was in good order and being well used.

Whaplode Drove Community centre lease agreement:

The Clerk reported that he has details of the trustees and will liaise with Mossop & Bowser.

Whaplode bridleway:

Ownership and the various rights of way had still not been established however members felt that with the numerous planning consents in place this will be clarified when there are property sales of the new builds.

Whaplode St Marys church yard:

The new tree report had been circulated to members. Apart from holly & ivy one Ash tree needs removal and a copy of the report will be provided to the PCC

Whaplode Drove bus shelters:

Cllr Mackman reported that the fascias on the shelter in Broadgate have still to be replaced and members agreed to provide a budget of £500 to do the work. The destroyed bus shelter in Farrow road had been cleared away, and Cllr Morris will get a quotation for replacement.

Correpondence/AOB:

Cllr Langstaff advised that some dry rot had been found in the roof at Saracens Head village hall, access is a problem and members agreed that a survey be commissioned to establish what needs replacing.
