MINUTES OF THE WHAPLODE PARISH COUNCIL MEETING
WEDNESDAY 16th OCTOBER 2019
AT SARACENS HEAD VILLAGE HALL AT 7.30PM

Present as per register.

Present; District Cllrs Redman and Coupland, Winston Brown, 1 member of the public and the Clerk.

Apologies:

Cllrs Clayton, Stafford and Clay.

Public Forum:

No comment.

Minutes and Matters arising:
The minutes of the August and September meetings having been previously circulated were agreed by members and signed by the Chairman. The Clerk reported that Cllr Clayton had resigned from Whaplode St Catherines ward, he will report to SHDC. The First Aid course had been arranged for 4th November.

Police matters;
He Clerk advised that PCSO Tracy Mason had confirmed that there were no issues to report.

Finance Report;
The Clerk reported the following cheques for payment which members agreed,

The Clerk reported that the 2018-2019 vat claim had been paid by HMRC.

Date of next meeting:
The date for the next parish meeting is the 11th December 2019 at Whaplode, finance meeting 13th November.

Planning applications,
The Clerk reported that applications had been dealt with as per annexed.

Allotments;
Cllr Barlow reported that Mossop & Bowser had, by letter, given tenants twelve months notice to quit from October. There are seven Short Hold tenancy holders who will be visited and their intentions sought. The Clerk reported two replies advising they will give up the land and four that wish to carry on. Members agreed a further £1,000 budget for legal expenses.

Star of India footpath:
Cllr Merchant gave an overview and update. He had received a quote of £600 to restore the fence to within the appropriate boundary. The Clerk will write to Mr Sampson.

Highway matters:
Whaplode village – no new issues.
Saracens Head – no new issues.
Whaplode St Catherines – no report.
Whaplode Drove – Cllr Stimson expressed concern at the proposed diversion route when Hulls Drove is closed. The Clerk will contact County Cllr Pepper. The Clerk reported the Public Notice regarding speed limit changes on the B1166.
Interactive signs: Cllr Barlow will move to Whaplode Drove next week.

Whaplode St Catherines playing field:
No report.

Whaplode playing field;
Cllr Merchant reported field is in good order and they now have younger representation on the playing field committee.

The Elizabethan Centre:
The Clerk now has the information to do an application to the Wind farm and Cllr Mackman will get two further quotes for the work.

Whaplode cemetery report by Clerk:
The Clerk reported that the bat reports had been received and to progress a European Endangered Species Licence was needed from Natural England. Members asked the Clerk to enquire how the Council moves forward.

Whaplode St Catherines village hall:
Cllr Barlow has obtained a quote of £600 to do a full survey of the roof and members agreed that the Parish Council will pay the cost – the Clerk will contact the committee to let them know.

Whaplode St Marys church yard;
The Clerk reported a letter from the PCC advising that essential treework is needed in the church yard costing £2,000 which members discussed and resolved to meet the cost.
