MINUTES OF WHAPLODE PARISH COUNCIL MEETING HELD AT

 ST MARYS CHURCH WHAPLODE

ON WEDNESDAY 6TH SEPTEMBER 2023

 

Present;

Cllrs Richard Barlow (Presiding Chairman), Pam Langstaff, Sally Beal, and the Clerk.

 

Apologies:

Cllrs Merchant, Allan Beal and Stancer.

 

Public Forum:

No public members present.

 

Co-option of new member:

Sue Coleman attended the meeting being a resident of Whaplode. On the proposition of Cllr Langstaff, seconded by Cllr Beal was co-opted onto the Parish Council and signed her declaration of acceptance.

 

Minutes and Matters arising:

On the proposition of Cllr Barlow seconded by Cllr Beal, the minutes of the full council meeting in June and Finance meeting in August having been previously circulated were signed by the Chairman, as a true record. The Clerk confirmed that the new bus shelter in Whaplode Drove had been installed.

 

Police matters:

No report.

The Clerk reported the following cheques for payment which members agreed,

The Clerk reported that he had received a request from the swimming pool committee at Whaplode school for a grant towards roof repairs costing £6,500, on the proposition of Cllr Langstaff seconded by Cllr Barlow, and agreed by all a payment of £1,000 was agreed.

 

Members agreed for Cllr Langstaff to be appointed to the Finance Committee to represent Saracens Head ward.

 

Date of next meeting:

There will be a full council meeting on 8th November at Whaplode Drove and a finance meeting on the 11th October.

 

Planning applications,

The Clerk reported that applications had been dealt with as per annexed and circulated to members.

 

Allotments;

The Clerk reported that three new tenants had been offered plots at Whaplode Millers rest. Hix & Son had been instructed regarding letting the late Cllr Stimson land.

 

Whaplode cemetery:

The Clerk, Cllr Merchant and Cllr Beal had met at the cemetery to review maintenance arrangements. The proposal is for the Clerk to undertake three hours per week maintenance in the cemetery for an initial period, he will supply a report at each full council meeting, this was proposed by Cllr Langstaff, seconded by Cllr Barlow and agreed by all.

 

Highway matters:

Whaplode St Catherines – no report

Saracens Head – Cllr Langstaff reported that no further action regarding parking at the Lambretta garage will be taken.

Whaplode – no new issues

Whaplode Drove – no report

 

Whaplode Playing Field:

No report.

 

Whaplode Drove Community centre lease agreement:

The Clerk is liaising with Mossop & Bowser.

 

Whaplode bridleway:

The Clerk reported that this item will remain on the agenda until completed.

 

Parish estate and land responsibility

Cllr Merchant has contacted LCC and SHDC for plans, a review of contracts has been completed, the Clerk and Cllr Merchant will review in detail.

 

Correpondence/AOB:

The Clerk reported that with the help of Cllr Merchant he will set up a spreadsheet detailing all the parish grass cutting areas noting who is the responsible body for cutting. This can then be updated as necessary.
