MINUTES OF WHAPLODE PARISH COUNCIL MEETING HELD AT WHAPLODE DROVE CHURCH MEETING ROOM ON WEDNESDAY 11TH SEPTEMBER 2024
Present;
Cllrs Morris Stancer, Richard Barlow, Pam Langstaff, Stephen Mackman, Kevin Prince, Allan Beal and the Clerk.
Apologies:
Cllr Merchant.
Public Forum:
Four members of the public attended to advise the council of ongoing problems with antisocial behaviour in Hagbeach Gate and Crowdyke Gate where nails are left in the road. The police are aware but so far nobody has been charged, although the perpetrator has been identified. Members agreed for the Chairman to write to the Chief Constable.
Minutes and Matters arising:
On the proposition of Cllr Beal seconded by Cllr Stancer, the minutes of the full council meeting in June and Finance meeting in August having been previously circulated were signed by the Chairman, as a true record.
Date & venue of the next meeting:
Finance meeting 9th October and full council 6th November at Whaplode St Catherines.
Planning applications,
The Clerk reported that applications had been dealt with as per annexed and circulated to members.
Finance Report;
The Clerk reported the following cheques for payment which members agreed,
G Hawkes salary £ 486.20
Evolution groundcare £ 3,502.80 vat £583.80
Balances:
Business Prem £ 53,315
Current a/c £ 35,049
Less cheques £ 3,989
Balance £ 84,574
Allotments;
The Clerk confirmed that a number of the Millers Rest garden allotments were not being used, the rent demands are due soon. On the proposition of Cllr Stancer, seconded by Cllr Beal it was agreed to send demands in the sum of £20 with 30 days to pay to all garden allotment tenants.
Highways:
Whaplode village – the temporary traffic lights are due to go.
Whaplode St Caths – resurfacing work had been completed.
Saracens Head – Cllr Langstaff will get quotes to reduce the height of the boundary trees.
Whaplode Drove – agreed to request an Archer report in Broadgate due to ongoing speeding.
Scoping report re Walpole pylon project:
Members thanked Cllr Prince for his report that was circulated to members as a formal Council response to the consultation and acknowledged. Also noted that in future input from all members was needed.
Whaplode Playing Field:
Members reported that it was being well managed by an active committee.
Elizabethan Centre:
Mossops have emailed a revised clause five which was agreed by members relating to the expiry of the lease.
Whaplode St CathrinesPlaying Field:
Cllr Prince reported that it was being well managed, but the nettles have not been strimmed, the Clerk will chase again.
Whaplode cemetery:
The tree removal project was underway by Sterma. Cllr Beal requested a copy of the original specification to ensure the work was completed correctly.
Land registration:
Mossops had made some progress, further work was needed relating to the deeds and the Chairman and the Clerk may need a meeting with the dealing solicitor.

Chairman
